1. Allot a Gross Floor Area of approximately 43,000 square meters for the New Supreme Court Building. Refer to Area Requirements given in the Competition Kit. Construction cost must be limited to Php 45,000-60,000 per square meter and compliant with limitations provided under Civil Aviation Authority of the Philippines (CAAP) Regulations. The FFE (Furniture, Fixture; and Equipment) is not included in the Php 45,000-60,000/sqm budget. For Furniture, air conditioning unit substations, sewage treatment plant; and similar items, budget Php 5,000/sqm for the 43,000 sqm New Supreme Court Building.

  1. Allot a Gross Floor Area of approximately 12,000 square meters for the Parking and Utilities Building. Construction cost must be limited to PhP 25,000 per square meter. This is excluded from the GFA of the New Supreme Court Building.

  1. Ratio of Built-Up Area to Open Space must be 70:30. Part of the Open Space portion of the Complex should be a public square located outside the main security gate. Budget an additional Php 5,000 per square meter for the Land Development Cost for 16,000 square meters.

  1. Provide separation of Public and Private Spaces. Design an alternative means of ingress and egress route accessible only to select occupants of the Complex as a security feature.

    Total GFA of Built Structures = GFA of New Supreme Court Building + GFA of Parking & Utilities Building

55,000 sqm = 43,000 sqm + 12,000 sqm
